SMUD’s My Energy Optimizer Partner+ (VPP) rebates are shrinking

Sacramento Municipal Utility District (SMUD) customers with solar + battery storage in
areas like Sacramento, Elk Grove, Rancho Cordova, Folsom and Citrus Heights have access to one of California’s most generous residential Virtual Power Plant (VPP) programs: My Energy Optimizer Partner+. It pays a substantial one-time enrollment incentive for allowing SMUD to intelligently use a portion of your battery capacity to support the grid, plus ongoing quarterly performance payments (currently available for Tesla systems).
What’s Changing—and How Fast
The program was intentionally designed as a market-teransformation effort. Incentives were always planned to step down over time as battery costs declined. That step-down is now happening.
According to SMUD’s current program details:
Current higher incentive (available for a limited window): $500 per kWh (applied to 80% of nameplate capacity), up to $10,000 per household ($12,640 over 3 year program period).
New lower incentive: $300 per kWh, up to $6,000 per household.
Critical deadlines:
Interconnection applications must be submitted by September 22, 2026.
The system must be enrolled in the program by December 31, 2026.
Applications received on or after September 23 qualify only for the reduced amount. Enrollment must still occur within 90 days of receiving Permission to Operate (PTO) from SMUD. Miss the window and the higher rebate is gone permanently—there is no retroactive option.
For a typical Tesla Powerwall 3 (13.5 kWh) in Sacramento, the higher rate works out to roughly $5,400 per unit (capped at $10,000 household-wide). Two units can hit the full current max. Ongoing quarterly payments (around $110 per Powerwall per quarter / ~$440 per year for Tesla systems, subject to program terms) continue on top of the enrollment incentive for qualifying enrolled systems. Your battery always retains a reserve (typically 20%) for home backup during outages—SMUD does not touch that portion.
Why the SMUD VPP Program Exists (and Why Timing Matters)
SMUD’s Partner+ is a true VPP: it aggregates thousands of residential batteries into a flexible, dispatchable resource. SMUD can call on spare capacity during high-demand periods (especially late afternoons/evenings when solar drops and air-conditioning loads peak) without firing up more expensive or higher-emission resources. This supports SMUD’s broader Zero Carbon by 2030 goals, improves grid reliability and resiliency for the whole community, and helps keep rates more stable for everyone, which is good news for residents in Sacramento County.
In exchange, participating customers receive meaningful cash incentives that improve the economics of adding storage to solar. The program also pairs with SMUD’s Solar and Storage Rate (export compensation recently increased) and Time-of-Day pricing, so batteries deliver value even on non-event days by shifting energy use.
Because the incentive is structured to decline as the market matures, waiting means leaving real money on the table. Battery hardware costs have fallen, but the highest SMUD enrollment rebate will not last. Installation lead times, interconnection processing, and the strict 90-day post-PTO enrollment clock all require planning ahead. Starting the process now maximizes the chance of securing the current $500/kWh rate (and the full $10,000 household potential).
